Happy Friday, everyone. 
 
And just like that, we are in December! 

I want to remind you that today is the National Day of Remembrance and Action on Violence Against Women, a day on which we remember the 14 young women murdered at Polytechnique Montreal back in 1989, most of them Engineering students. Unfortunately, violence against women remains an active issue today. If it’s helpful, our recently refreshed erase site has a number of resources for students, parents/caregivers as well as school staff and administrators related to gender-based violence.  

In this week’s bulletin, you will see half-masting protocols for the National Day of Remembrance and Action on Violence Against Women as well as details for former Premier John Horgan’s protocols and provincial state memorial service. There’s also a request to action an email that is forthcoming regarding your Local Education Agreement and a notice for contract opportunities to support the Framework for Enhancing Student Learning.  

You will also find information on hiring incentives to support recruitment in rural and remote school districts and options for accessing PDF transcripts and certificates during the Canada Post labour disruption. We have also included links to a new Safe, Caring and Inclusive Schools video available in multiple languages to promote equity and inclusion in BC schools, so that you can share it within your school communities to better support conversations inside and outside of the classroom. A big thank you to Surrey School District for leading that work.   

Finally, the Provincial government has set Budget Day for Tuesday, March 4, 2025, a bit delayed from traditional timing due to the recent election and formation of government. Likewise, recalculated operating grants will be announced in January instead of December this year.

    2025–2026 Pre-Employment Teacher Hiring Incentives – Round 3

    The ministry, through the BC Public School Employers Association, is offering pre-employment teacher hiring incentives to support recruitment in rural and remote school districts for the 2025/26 school year. The program application includes a new $15,000 hiring incentive category for isolated communities facing critical needs. The deadline to apply is 4:30 pm PST on Monday, December 16, 2024.

    Canada Post Disruption Impacts on Transcript and Certificate Delivery

    The Canada Post labour disruption ongoing since November 15, 2024, has shut down mail delivery operations and impacted delivery of printed transcripts. An official, emailed, password-protected, PDF transcript remains an available option for students using the StudentTranscripts Service. Current students will not be charged for PDF transcripts for the duration of the job action. 

    This disruption will also delay the monthly distribution of certificates to schools. If a student is in urgent need of their printed certificate, schools are advised to contact Student.Certification@gov.bc.ca to determine the best available options to support the requirement.

    Anti-Racism Resources

    A short-animated video on Safe, Caring and Inclusive Schools has been launched in multiple languages to promote equity and inclusion in BC schools. The video highlights the importance of fostering inclusive classroom environments where every student feels welcome and safe. A companion guide is also available to support educators in facilitating conversations in the classroom. 

    Additionally, a free anti-racism course, Learning To Be Anti-Racist, is available for all employees in BC’s education system. This online course includes seven modules focused on racism, anti-racism, human rights, privilege, bias, stereotypes, microaggressions and interrupting racism. 

    These anti-racism resources can be found under Diversity and Inclusion on the erase website.

    Change in December Recalculated Operating Grant Announcement Timing

    Recalculated operating grants for the 2024/25 school year will be announced by the ministry in January instead of the usual mid-December timeline.

    This change in timing is a result of the recent election and formation of the incoming government, which has impacted Treasury Board timelines. The ministry requires a Treasury Board decision on the request for 2024/25 operating funding actuals before making an announcement to school districts.

    The ministry understands the importance of this announcement to the sector and is working with government colleagues to prioritize a decision for as early as possible in January. The ministry will provide an update on timing as soon as information is available.

    Ministry staff recognize that boards are required to submit an amended annual budget within 60 days from the date of the minister’s order of the recalculated grant per section 113 (2)(b) of the School Act. More details will follow in the Amended Annual Budget Instructions when they are posted in January at the same time as the funding announcement (the timing of which is to be confirmed).

    The ministry is providing this update as early as possible so that school districts have some ability to adjust their internal timelines.

    The November 2024 assessment session results are now available for the Grade 12 Literacy Assessment (LTE12), Évaluation de littératie de la 12e année – Français langue première (LTP12), the Grade 10 Numeracy Assessment (NME10, NMF10) and the Grade 10 Literacy Assessment (LTE10).
