This week’s Bulletin contains a lot of important information, including a letter for parents and caregivers on the new literacy screening initiative being introduced in Kindergarten this fall as well as supporting resources and a Frequently Asked Questions document. Please also see information related to reporting requirements, including the timelines for the annual Enhancing Student Learning report submission. This bulletin also includes articles highlighting webinars, conferences and communities of practice on a range of topics, such as early learning and child care, and mental health and substance use and abuse.

As well, there are separate resources to share with your school community on drug use and erase.

  • Early Literacy Screening Update

    Please ask your principals and vice-principals to share this letter from Minister Beare with parents and caregivers of Kindergarten students regarding the introduction of early literacy screening this fall. More information is also available in this news release.

    Further to this initiative, the Early Literacy Screening Tools Resource and Frequently Asked Questions (FAQs) have been updated to better support school districts in implementing mandatory early literacy screening in kindergarten (as a minimum) this school year. This includes enhanced clarity around ministry criteria. The ministry will update the FAQs and notify schools and districts via the Deputy Minister’s Bulletin as new information on screening becomes available.

    Reminder: Enhancing Student Learning Report and Interim Progress Report Submissions

    A reminder that the Enhancing Student Learning Report (ESLR) and Interim Progress Report are submitted to the ministry annually between June 30 and September 30. To honour Truth and Reconciliation Day, 2025 reports will be accepted until October 1. All upcoming submissions should be submitted via the Framework for Enhancing Student Learning Report Submission Form, which can also be accessed on the Enhancing Student Learning website.

    Templates for the 2025 Enhancing Student Learning Report and Interim Progress Report have now all been shared via SharePoint (Part 1: Pre-Populated Provincial Data Template) and via the Enhancing Student Learning website (Part 2a and Part 2b: Respond to Results). Criteria for both reports can also be found on the website.

    Please note, the K-12 Literacy Reports (FESL) 2025-26 is optional. If submitted, district teams should submit alongside the Enhancing Student Learning Report/Interim Progress Report in the online report submission form.

    Fall Conference for Early Learning and Child Care Leaders

    School Districts 45 (West Vancouver) and 83 (K̓wsaltktnéws ne Secwepemcúl’ecw) will co-host a provincial conference on October 10, 2025, bringing together district leaders and teams to explore bold ideas and practical strategies in early learning and child care.

    Under the theme “From Insight to Impact: Shaping the Future of Early Learning and Child Care”, the conference invites participants to reflect, connect and lead with purpose. Sessions will focus on strengthening leadership, grounding practice in what children need to thrive, honouring Indigenous ways of knowing and exploring technology’s role in human-centred leadership. This is a unique opportunity for Early Learning and Child Care Leads to share insights, build connections and make their work more visible across the province.
