Hello everyone. 

It’s hard to believe it’s already June. While I know this is one of the busiest months in the K-12 system, I hope you’re all preparing for a slightly slower schedule and the opportunity to decompress once this school year ends. June is full of celebrations beyond just graduation and the end of the school year. It’s also Indigenous Peoples’ History Month, culminating on June 21 with National Indigenous Peoples’ Day. June is also Pride Month. Please see the statement in celebration and recognition of Pride Month from Minister Beare and BC’s K-12 Education partners below, and share it freely.  

This week’s Bulletin includes some reminders about early learning and child care reporting due later this month, as well as an update on the BC Provincial Nomination Program for ECEs that might be of use to those districts with District-led child care. We’re also hosting a valuable Community of Practice along with Safer Schools Together to assist with summer planning for vulnerable kids that district staff can register for. There is also additional information related to the upcoming call for graduating students with Premier David Eby that we have mentioned in previous bulletins. 

I am pleased to announce that Michelle Lattimore will be appointed as the new Assistant Deputy Minister, Child Care Programs and Policy, effective September 2, 2025.   

Michelle brings over a decade of senior executive experience leading dynamic and empowered teams in the delivery of some of the federal government’s most challenging files, most recently as Director General of the Federal Secretariat on Early Learning and Child Care at Employment and Social Development Canada.  

With a deep understanding of the challenges facing the childcare sector in British Columbia and across the country, and as a passionate advocate for collaborative policy design, Michelle is uniquely positioned to support our ongoing work to improve access to affordable childcare across the Province. Moreover, her considerable experience leading complex transformation initiatives — including the introduction of human-centred service design at Immigration, Refugees and Citizenship Canada as well as the establishment of cross-departmental integration at the Privy Council Office — will be invaluable as we strategically evolve our ministry to support the learning and development of children from birth through graduation.  

Michelle holds a Bachelor of Arts and a Bachelor of Education from the University of Ottawa. Having worked remotely with her team in Ottawa since relocating to Vancouver with her family in September of 2023, Michelle is looking forward to working more closely to home, as well as to spending time in Victoria on a regular basis.  

In advance of Michelle joining us in the fall, Emily Arthur has kindly agreed to serve as the acting ADM over the summer months.  Thank you for your support and leadership, Emily.

    Updates to the BC Provincial Nominee Program – June 6

    The Province uses the BC Provincial Nominee Program, administered by the Ministry of Post-Secondary Education and Future Skills, to meet the most critical labour market and economic needs throughout BC.  

    In April, it was announced that the Province is updating the BC Provincial Nominee Program in response to the federal government’s reduction of nomination allocation spots. This will impact professional groups including Early Childhood Educators (ECEs) looking to immigrate to BC using the BC Provincial Nominee Program (PNP). 

    To focus on the roles most in need, only ECEs with a one- or five-year BC ECE certification will be eligible for future targeted child care invitations. ECE assistants continue to be eligible for the program and will be considered for future general BC PNP draws. International ECE applicants not yet certified by the BC ECE Registry will no longer be eligible for targeted invitations to apply to the BC PNP. However, the ministry is working towards amending the Child Care Licensing Regulation to align with the International Credentials Recognition Act to facilitate certification with the ECE Registry for experienced international applicants.

    erase Community of Practice – June 10, 2025 – High Risk Vulnerable Youth and Summer Planning

    Safer Schools Together (SST) and the Ministry of Education and Child Care are hosting a Community of Practice session on June 10, 2025, from 8:30–9:45 am PDT. The session will focus on ensuring that plans are in place for high-risk and vulnerable youth during the summer months as well as planning to support their successful transition to the new school year.

    Register through the Community of Practice web page, which includes guiding questions  to encourage you to think about the current strategies your district uses, and both the challenges and the successes of those approaches.

  • Jack and Gillian Linington Scholarship

    Jack and Gillian Linington Scholarship

    The Jack and Gillian Linington Scholarship Fund was created to provide students or workers who are entering into or looking to advance their careers in the road building, road maintenance or heavy civil construction industry. Successful applicants will receive a $4000 scholarship to be used towards their expenses while enrolled in a full- or part-time program of study in Apprenticeship, Civil Engineering, Road Builder Certifications, Supervision and Leadership at any college, university, technical or trades institute, union training program or BC Road Builders and Heavy Construction Association Training Program in BC.
