Hello, everyone. It was great to see you last week in Whistler. Kaye is off this week enjoying some well-deserved time with her family.

As the summer break draws near to a close, we have a number of new items to share with you this week for your attention and action. In this week’s Bulletin you will find requests from our colleagues at the Ministry of Infrastructure for you to provide important reporting updates on your portable and bus inventories as well as a reminder to submit your requests for minor capital projects by the end of September.

As part of ongoing reconciliation efforts, the ministry has introduced a new reporting requirement on Indigenous education. Please share with your Indigenous education leads and note the October 1 deadline.

You will also find Frequently Asked Questions for the K–12 Literacy Supports, new guidance on how to deal with measles in places where children come together, as well as information on a toolkit being developed by the ministry. Feel free to share these resources with your wider school community.

New Indigenous Education Reporting Template – due October 1

The ministry has developed a new reporting template comprehensive of Indigenous Education Targeted Funding (IETF), Indigenous Education Council (IEC) structure, and Indigenous Education Council Capacity Funding. Please use both the Word document and the Excel file for required reporting.

As per the School Act, this reporting is due by October 1 of each year. Additionally, your district’s Indigenous Education Council must approve the Word document and Excel file being submitted.

School Bus Inventory Report

School Bus Inventory Report

School districts are required to provide the Ministry of Infrastructure with their annual school bus inventory update in MyCAPS by September 30. Please add details for newly acquired buses, and include mileage updates, and repair or maintenance information for existing buses. Please identify the manufacturer, passenger count, and fuel type (e.g. electric, diesel) on any requests for replacement or new buses. To access the inventory instructions, please visit the Capital Planning website and click on the School Bus Inventory Instructions document under Publications and resources. Please notify the Ministry of Education and Child Care Capital Branch upon completion of the annual school bus inventory update by emailing CMB@gov.bc.ca.

Portable Inventory Report

School districts are required to provide the Ministry of Infrastructure with their annual portables inventory update in MyCAPS by September 30. 2026-27 Minor Capital Plan Submission Deadline

A reminder to school districts that 2026-27 capital project requests for Minor Capital Programs (BEP, BUS, CNCP, PEP, SEP) are due on or before September 30, 2025. Food Infrastructure Program (FIP) project requests are due on or before October 1, 2025. All Minor Capital Program project requests, including FIP are to be submitted through MyCAPS. Reminder: Enhancing Student Learning Report and Interim Progress Report Submissions

The Enhancing Student Learning Report (ESLR) and Interim Progress Report are submitted to the ministry annually between June 30 and September 30. To honour Truth and Reconciliation Day, 2025 reports will be accepted until October 1. All upcoming submissions should be submitted via the Framework for Enhancing Student Learning Report Submission Form which can also be accessed on the Enhancing Student Learning website.

Templates for the 2025 Enhancing Student Learning Report and Interim Progress Report have now all been shared via SharePoint (Part 1: Pre-Populated Provincial Data Template) and via the Enhancing Student Learning website (Part 2a and Part 2b: Respond to Results). Criteria for both reports can also be found on the website.

K–12 Literacy Supports Frequently Asked Questions (FAQs) Now Available

A Frequently Asked Questions (FAQs) document is now available in both English and French to provide school districts with additional guidance on evidence-based early literacy screening and early literacy screening tools, as well as considerations for how school districts should use their professional learning grants to best support mandatory screening, professional learning and capacity building.

The FAQs will also provide school districts with a central source of information that addresses common inquiries regarding the K–12 Literacy Supports Initiative.

The ministry is releasing the FAQs ahead of the 2025-26 school year to support school districts with their local literacy planning and preparation to enable the successful implementation of mandatory screening in kindergarten (as a minimum) starting this fall. School districts can reach out to the K–12 Literacy Supports Initiative Team at literacy.supports@gov.bc.ca with any questions.

Child care centres are advised to take precautionary steps to help protect the health of children and staff at their centres. The BC Centre for Disease Control has provided measles guidance for child care providers and resources on preventative measures to take against measles.

Workforce Development and Operating Model Toolkits Now Available

Getting a new child care centre up and running and keeping it going can be challenging.

Toolkits have been developed to support both new and existing organizations in starting and running child care centres. The Workforce Development Toolkit offers practical strategies, tools and resources to help operators build strong, sustainable teams. The Operating Model Toolkit provides a framework and best practices for budget and planning child care programs.

Each child care centre is unique. Anyone who is developing or operating child care centres is responsible for thorough planning and meeting all regulatory requirements to ensure quality care at their centre. The Child Care Community Development Team is available to help with child care expansion projects through all stages of development from concept onwards. The team focuses on strategic expansion and equitable access to child care in all regions of the province and is available to support public and non-profit organizations, including Indigenous organizations and First Nations governments.
