The Joint Verification Process (JVP) was introduced in the 2018–19 school year as part of the BC Tripartite Education Agreement (BCTEA). The purpose is to provide First Nations and school districts an opportunity to meet and confirm that the information on the Nominal Roll is consistent with school districts’ information on the 1701.
The JVP helps ensure that First Nations receive accurate allocations of Federal funding based on Nominal Roll and for school districts to be paid appropriately. It may also eliminate discrepancies or issues in invoicing/payment between a First Nation and a school district.
Indigenous Services Canada (ISC) is finalizing the 2025–26 ISC BC Region Nominal Roll Instructions. No major policy changes are noted, and a link will be shared in an upcoming DM Bulletin to school districts once finalized. Details on the JVP and a link to the new 2025–26 JVP form are available in the backgrounder.
