2024/2025 Nominal Roll and Joint Verification Process

Introduced in the 2018/19 school year as part of the BC Tripartite Education Agreement (BCTEA), the Joint Verification Process (JVP) provides First Nations and school districts with an opportunity to meet and confirm the information on the Nominal Roll is consistent with school districts’ information on the 1701. The JVP helps ensure that First Nations receive accurate allocations of federal funding based on Nominal Roll and for school districts to be paid appropriately. It may also eliminate discrepancies or issues in invoicing/payment between a First Nation and a school district.

Key Dates and Steps

September 27, 2024 – 1701/Nominal Roll Count Date

  • In September, First Nations and school districts are encouraged to meet to complete the joint verification of the Nominal Roll and 1701. First Nations will reach out to all relevant school districts where they have students attending public schools, including those outside their geographic area. School districts are also encouraged to connect with First Nations to ensure on-reserve students attending public schools are on the Nominal Roll.

October 4, 2024

  • The joint verification agreement conversation between school districts and First Nations should be complete. School districts submit the 1701 to the Ministry of Education and Child Care.


October 15, 2024 (on or before)

  • Although the October 15 deadline has passed, there is still an opportunity to work with First Nations to assist them in submitting their Nominal Roll.
  • The Nominal Roll with the signed agreement (joint verification) between school districts and First Nations is due to Indigenous Services Canada and is submitted by First Nations.

Reminders

  • First Nations and school districts with or without a Local Education Agreement (LEA) need to complete the Joint Verification Process.
  • Joint verification is completed per school district.
  • Changes to student information must be made prior to submission on either the Nominal Roll or the 1701.
  • It is up to the First Nation (not the school district) to decide who to include on the Nominal Roll according to the Nominal Roll eligibility requirements (documented in the Nominal Roll Instructions – see Resources below) including whether the student is ordinarily resident on reserve.
